Victor Țopa, born 1 February 1967, Șendreni, Nisporeni, Moldova. Married, 5 children.

Graduated from the Soviet Aviation Academy in 1990. Served as pilot in the military air forces from 1990 to 1991.

Work and experience:
  • Director of External Affairs within the Ministry of Transport of the Republic of Moldova, 1991-1992;
  • Commercial Director of Air Moldova, 1992-1994;
  • founder of Air Moldova International and afferent aviation companies (catering, petrol, handling), 1995-1998;
  • General Director of Civil Aviation State Administration of the Republic of Moldova, 1998-2000;
  • Minister of Transports and Communications of the Republic of Moldova, 2001.
Currently: private investor.

Languages: Romanian, English, Russian.

Sanctions against Plahotniuc and grounds for them

The EU , US , UK , Canada , Switzerland and Norway added Plahotniuc to their Sanctions lists. Plahotniuc fled Moldova in June 2019. His whereabouts remain unknown.
