Member of the Superior Council of Magistracy of Moldova: Before we considered the situation in the judiciary to be serious, now I understand that it is critical

On 27 May 2021, the President of Moldova, Maia Sandu, participated in the meeting of Superior Council of Magistracy (SCM).

Magistrate Carolina Ciugureanu-Mihailuta, member of SCM:
"I admit that we were not able to generate those solutions or changes that we would have wanted during this period. [...] Before we have considered the situation in the judiciary to be serious, now I understand that it is critical."
Maia Sandu, President of Moldova:
"I believe you that there are honest judges in the system, and there are probably many of them. The question is whether they are courageous enough to impose themselves, because in the past they have failed to do so. The judiciary was controlled by a minority of corrupt judges who gave orders and harassed those who disobeyed."

Maia Sandu went on to remark:
"I am at the SCM today to inform you that regretfully the judiciary endangers the security of the state of the Republic of Moldova, and please believe me that I am not overstating. Today, judges make illegal decisions on commands in order to make money illegally. These illegal decisions do injustice to the people and harm the state. The judges are very well aware of the situation. I do not know if you fully understand the extent of this damage caused by the illegal decisions of some judges."
"Now there are other cases pending [before the ECtHR] arising from the decisions taken in previous years and we are talking about hundreds of millions of euros that we will have to pay. Think carefully about where these amounts will have to be paid from."

The President of Moldova continued:
"Who will stop this unlawfulness [in the judiciary], illegalities that cost us dearly, illegalities that do not allow us to develop the economy, to bring investments, to create jobs and opportunities here, at home, so that the people do not leave the country? Who will stop the judges because of whom we pay hundreds of millions or even billions due to their illegal decisions?"
